Nowadays a wide range of governments forbid drugs, but governments don't ban tobacco and alcohol, these to have created an addiction for some people, and why governments don't ban these products?
One point to take into a point is that these products provide a big quantity of money talking about fiscality. A big amount of many that the states receive it's from these products provides a big amount of money for the country.
Another point to take into account is if we band these products these would not have any effect in the society because they would find different ways to get it. The illegal markets could appear and people would not stop buying those products. Because alcohol and tobacco are really normal in our society in the actual days.
In conclusion, harmful drugs should not be band because they have a big impact on our economy.
